If you have credit lines available for a cash advance, you will get money. They do not care what the money is for. You may be a fee, usually about 3% will go into your account and interest will be the rate for cash advances usually higher. There is no grace period. Interest begins to accrue immediately.
You can pay with only minimum payments, although it would be wiser to repay quickly. Credit cards are not long-term financing. They should be for practical reasons in the short term.
