There is no rental of the center's mission control operations. It is dedicated to supporting NASA missions and the ISS. In any case, the launch is generally controlled on the launch site. As a matter of design, each launch center operations is devoted to the types of vehicles it was designed for launch. So you can not rent the facilities and put them in your own rocket.
